Will Central overwrite governed values?

No. Values your team entered are never overwritten. When sources disagree with them, Central shows the conflict and the evidence, and your team decides.

What happens to values Central cannot prove?

They are held. Your team sees the gap and the single source behind the claim, but the value is never written back or published unless it is confirmed.
